Climate Adaptation and Finance in Rural India (CAFRI)

OBJECTIVES
To support the implementation of India’s Nationally Determined Contributions (NDCs) on climate adaptation regarding need and evidence-based planning of adaptation initiatives and climate-sensitive design of financial instruments
DESCRIPTION
India’s Nationally Determined Contributions (NDCs) emphasises on better adaptation to climate change by enhancing investments in sectors vulnerable to climate change. Funded by BMZ “Climate Adaptation and Finance in Rural India (CAFRI) project is guided by NDC priorities and supports partners in reducing climate risks of vulnerable groups, sectors and also build capacities of actors (at different levels) in the planning, implementation and financing of climate adaptation initiatives at the sub-national level. The project focuses on enhancing ownership through locally appropriate, gender inclusive adaptation solutions which in turn will support mainstreaming of climate action. This will be ensured by engaging local/community groups and local Self-Governance Institutions (such as women’s group, Farmers Producers Organisation and Panchayati Raj Institutions) and setting up/ strengthening of sub-national knowledge networks. Additionally, the project intends to integrate climate change adaptation into NABARD’s development programmes and mobilise public-private finance for adaptation initiatives
APPROACH/FIELD OF INTERVENTION
- Demand driven, gender-responsive participatory adaptation planning and implementation at local level
- Developing appropriate participation formats and procedures with national and state authorities to ensure incorporation of local needs when planning for adaptation projects
- Impact assessment and monitoring of adaptation adaptation-relevant measures at state level
- Aims to improve planning and impact monitoring of adaptation-relevant measures at state level
- Identifying innovative funding sources for adaptation
- Focussing on increased use of existing development programmes and innovative new sources of finance to fund gender-sensitive measures, relevant to climate adaptation
- Collaboration, improved coordination, and cooperation between various actors of national and subnational level on SAPCC
- Through policy dialogue, knowledge networks and exposure visits at state level

Farmers Producers Organisation (FPO), Local Self-Government Institutions (Panchayati Raj Institutions), community-based organisations and Women-SHG and Women-FPO

- Development of capacity development package on gender sensitive participatory adaptation planning and institutionalising with State level training institutes
- Revision of comprehensive sub-national action plan—State Action Plan on Climate Change (SAPCC)
- Green Recovery Action Plan on Climate Resilient Livelihood for Migrants
- Setting up of State level knowledge networks on CCA
