State Level Stakeholder Consultation on Incentive-based Mechanisms and Himachal Pradesh Payment for Ecosystem Services Policy held in Shimla

In recognition of the underappreciated contributions of Himalayan forests to ecosystem services, a consultation was held to address the need for Forest Ecosystem Services (FES) preservation and incentivization. This multi-stakeholder consultation, organised by the Sustainable Management of Forest Ecosystem Services Project in Shimla on September 27, 2023, attracted diverse participants, including government representatives from various departments, local communities, and experts in biodiversity and forest management. The event, chaired by Mr. Rajiv Kumar, Principal Chief Conservator of Forests, welcomed stakeholders beyond the Forestry sector, including Planning, Tourism, Rural Development, and more.

Key insights emerged, underscoring the interdependencies between departments, the significance of disincentive mechanisms for sustainable ecosystem services management, and the translation of policy into grassroots action. Building community capacities for improved market linkages was highlighted, and vibrant discussions centred on the feasibility and challenges of Incentive-based Mechanisms (IbMs), including revenue sharing, local income and employment enhancement, and conservation finance-based strategies. The consultation concluded with a vote of thanks, with plans for further interdepartmental collaboration and a similar event in Uttarakhand on the horizon.
