(The practical training on PLUP 2.0 implementation in Huaythouy Village, Huayxay District, Bokeo Province, Lao PDR from 18-24 May 2024. Photo credit: Khamla Nanthavong (CliPAD/GIZ Laos).

The training on Participatory Land Use Planning (PLUP 2.0) has been conducted in three provinces at the same time (Bokeo, Luang Namtha and Oudomxay Provinces). 109 technical staff (Bokeo 41, Luang Namtha 34 and Oudomxay 34 people) from District of Agriculture and Forestry Offices (DAFOs) and District of Natural Resources and Environment Offices (DoNREs) of the targeted districts benefited from the training. This training course aims to build capacity for concerned district teams for conducting PLUP 2.0 at village level. This is important, since the planning process should be genuinely participatory, with a primary focus on accountability to local resource users. Land use planning needs to occur on a broader scale and should involve vertical integration, meaning it should start at the village level, progressing through village clusters, and eventually encompassing all clusters within a district. Interactions between villages are crucial for clarifying administrative boundaries and effectively managing land and resources across landscapes.
