At SNRD Asia and the Pacific, we are awaiting exciting times! As you know our Joint Virtual Conference SNRD Asia and the Pacific & Sector Network TUEWAS is coming closer. From the 25th-29th of October 2021 we will reunite virtually and will present to you a highly interesting programme. We will have SNRD Asia and the Pacific Updates (including our strategy process outcomes), Portfolio news presented by our Heads of Departments, a stimulating Key-note input, Working Group meetings, exciting content-sessions, presentations of new features of our sector networks, a strategy meeting for AVs and Cluster Coordinators, an Onboarding session for new members and a virtual Asia and the Pacific-wide get together session with a quiz & drinks…

Besides that we will also announce the new spokesperson of SNRD Asia and the Pacific – as Matthias has to handover the role of the spokesperson due to the transfer to GIZ head office. Therefore, we are already looking forward to soon meet you in our and your SNRD Asia and the Pacific virtual conference.

In this issue, we are delighted to share not just these upcoming highlights, but also updates from our member projects. We are impressed to see how much work is being realized, despite challenging Covid-times, and see what “drive” there is in our sector network.

Lastly but most importantly, we would like to send our hearts and minds to our colleagues in Afghanistan. We as a sector network strongly hope and pray for your safety and well-being.

Green Recovery for Practitioners - Examples from around the World for Building Forward Better

Looking at how communities, cities and countries have put the idea of a green recovery into practice, the report presents a compilation of 23 examples from more than 20 countries worldwide. By showcasing measures and instruments that have been deployed particularly in developing and emerging economies and by highlighting different approaches and lessons learned, it seeks to inspire the practical implementation of a green recovery.

The report is the second publication of the three-part series Green Recovery for Practitioners, which is developed in contribution to the NDC Partnership's Economic Advisory Initiative. The first part provides a practical framework for a green recovery (download it in ENGLISH, FRENCH,
SPANISH) and the forthcoming third part will focus on fiscal approaches for a green recovery. All three publications are rooted in collaborative efforts with partner organizations and have thus benefitted from and enriched the international discussions on a sustainable recovery from the Covid-19 pandemic.

The series is developed in a joint effort by the EU-funded EUROCLIMA+ programme, the BMU-funded IKI Support Project for the Implementation of the Paris Agreement (SPA) and IKI Support Project for the Design and Implementation of the New Global Biodiversity Framework (BioFrame), the Low Emission Development Strategies Global Partnership (LEDS GP) and E3G.

Berau District Has the Plantation Land-Use Governance Strengthened

With the technical support from the BMU project Low-emissions oil palm development in Berau District (LEOPALD), Berau District Government, Indonesia, continue improving its land-use governance capacity. It aims for net-zero deforestation in 2021-2026, applying the risk-based approach in district-wide HCV area management, also forming and training a local team for land-use change
monitoring. This initiative could save up to 85,000 ha (more than double the area of Bremen) of forested land, which is otherwise eligible for oil palm development. Read More

Economic Empowerment of Female Smallholder Coffee Farmers in Tanggamus, Lampung Indonesia

It was a sunny day in Gunung Megang Village when a group of females gathered in front yard of a house. Their laughter and voices could be heard from afar. But in between the atmosphere was silenced when they were listening to the explanations from one of the females in the center. She is one of the agronomists from the Coffee+ Project. That day was one of her regular visits to monitor and guide the women smallholder coffee farmers group (WFG) Cahaya Tani in the Gunung Megang Village in Tanggamus, Lampung. Anita, the agronomist, explained about the
recommended intercropping method and grafting technique for a coffee plant. The topic then widened as the discussion moved on. They discussed about vegetables that has been recommended by the agronomist to be planted as an added farm activity. All the members of Cahaya Tani WFG recently have grown vegetables in their yard, beside coffee as their main crop and other crops as well in their coffee plantations as part of the coffee intercropping. New Sector Project Agriculture (2021-24)

On 1st of April 2021, the new Sector Project Agriculture has started with a duration of three years (04/2021-03/24). The Sector Project supports BMZ in the strategic agenda-setting for a global sustainable agricultural and food economy. In addition to providing policy advice, the project develops concepts as well as approaches and promotes networking and knowledge management in the following thematic priority areas:
  1. Sustainable crop production and animal husbandry: promoting sustainable agricultural production: integrated, site-appropriate and resource-efficient farming systems that also promote climate-resilient and low-emission agricultural development.
  2. Strengthening agricultural value chains in the agri-food sector: financing and promotion of investments, marketing, and inclusive and innovative business models, as well as cooperation with the rest of the economy.
  3. Transformative agricultural policy and agricultural trade policy: fair and rule-based trade in agricultural products, continental and national agricultural policy reforms and trade agreements, and the impact of EU agricultural policy on developing countries.
The project focuses on the conceptual implementation of the One World No Hunger (EWOH) core topic ‘agriculture’ and in particular on the impact of agriculture on climate change and vice versa. The project looks forward to growing contacts and cooperation within the SNRD and closer collaboration with the many exciting projects worldwide.

Opportunity for Capacity Development on Nature-Based Solutions

Nature-based Solutions (NbS) are central topics for the upcoming biodiversity COP 15 and the climate COP 26. To respond to the related demand, the existing capacity development offers on NbS will be extended to other continents and sectors: The Biodiversity WG of SNRD AP and the Sector Programme Conservation of Biodiversity on Land are organising a workshop series on NbS and… i) Ecosystem-based Adaptation, ii) Gender transformative approaches iii) Agriculture and iv) the post-2020 Global Biodiversity Framework and NBSAPs. The interactive sessions will be organised virtually throughout October and November and are open access for GIZ staff and external participants.

Project Commences Pilot Implementation of HWC Mitigation Guidelines

GIZ India, Ministry of Environment, Forest and Climate Change (MoEFCC), Government of India and State Forest Departments (SFD) of Karnataka, Uttarakhand and West Bengal organised an online workshop under on 1 July 2021 to commence the process of pilot implementation of species-specific guidelines on human-wildlife conflict mitigation in India. Ten species-specific and four issue-specific guidelines
are being developed under the Indo-German project and will be implemented using a harmonious co-existence approach, to ensure that the mitigation measures are both effective and wildlife-friendly. The current drafts are the result of over two years of participatory processes, where a group of more than 80 experts including scientists, practitioners, decision-makers, field response teams, capacity development and strategic experts contributed to its development

The International Alliance Against Health Risks in the Trade of Wildlife and Their Products

After a successful inception period, the International Alliance against Health Risks in the Trade of Wildlife and their Products is officially launched at the IUCN World Conservation Congress in Marseille next week September 6th. Therefore we created a short “Image Film” with the voices of different members of the alliance all over the globe to reflect the diversity within the alliance and to present their motivations and aims for this inclusive and interdisciplinary platform.

Training Cardamom Farmers in Kerala

The developPPP.de project organised the second training for the farmers of Idukki district, Kerala, on 'Sustainable Cardamom Cultivation Practices’ on 17 July 2021. The training was conducted by Dr A. K Vijayan, former Senior Scientist and Head Division, Indian Cardamom Research Institute (ICRI), Spices Board (Ministry of Commerce and Industry, Govt. of India) on different sustainable practices for
cardamom cultivation. 55 farmers including women farmers attended the virtual training programme that focused on planting methodology, cultural practices for cardamom, biodiversity conservation in and around the cardamom fields.

VPA-FLEGT Policy Brief Spreads the Word

The VPA-FLEGT Agreement between Viet Nam and the EU aims to reinforce sustainable forest management, address illegal logging, and promote the trade of legal timber products. It provides regulations for implementation and monitoring, and recognizes the crucial role of stakeholders, including non-state actors. With support from the GIZ-Bio Project, five non-state actors worked together to develop a policy brief that provides valuable input for independent VPA implementation and monitoring, and conveys key messages to policy makers and enterprises.

Building on last year’s success, the ASEAN Climate Leadership Programme (ACLP) 2021 aims to enhance participants’ leadership skills, while contributing to the discussion on ASEAN regional processes related to climate-smart land use. In total, there are 22 participants from eight ASEAN Member States enrolled in the programme, representing a wide variety of government, public and civil society institutions. Macro-Economic Modelling for Climate Resilient Development Planning

The IKI global programme Policy Advice for Climate Resilient Economic Development (CRED) will be conducting model training sessions in Vietnam to enable ownership of the national dynamic general equilibrium (DGE-CRED) model developed by the project. The main goal of the second training in October 2021 is the implementation of climate change and scenario analyses for economic development and adaptation planning.

To complement the capacity building activities, a guidance paper on the main entry points and enabling factors for integrating the modelling results into economic development planning was published. This also serves as basis for forwarding respective discussions on the national and sectoral level through stakeholder dialogues to be held later this year.

Youth in Action: 50 Young Thai Leaders Bring Forward Sustainable Water Solutions

50 inspiring young people from across Thailand gathered at ‘Blue-Net’, an online camp on 6-8 August 2021 to boost youth action in tackling water challenges. The 3-day youth camp was organized by Thailand’s lead water agency, the Office of National Water Resources (ONWR), following a 10-episode webinar series that took place between
March and June to enhance knowledge and engage youth in Thailand’s sustainable water management. GIZ colleagues from the Thai-German Climate Programme contributed to the online capacity-building with a session on ‘Information Sharing and Good Practices of Water Management from Germany’. Based on exchanges on a variety of issues such as integrated water management and growing challenges including from climate change impacts, the participants developed different youth-led projects together, for example to help improve water quality and promote water saving in Thailand, thereby also addressing the need to adapt to climate change in the Thai water sector. Working Group Forest
Get Ready for COP 26!
On July 29th the SNRD Forest WG had organized the event ‘Get ready for COP 26!’. 60-80 participants joined the event. The event was not limited to Forest WG members, but was also joined by other members of SNRD Asia and Pacific, TUEWAS, even SNRD Africa and also colleagues from Headquarters, who are not (yet) sector network members. The format as allowed a wide range of perspectives in the discussion.

Since the Forest WG received a fund from the SNRD Innovation and Learning fund, the working group had the opportunity to invite an external speaker to the event. Nur Masripatin, Senior Advisor for the Indonesian Ministry of Environment and Forestry on Climate Change, gave interesting insights about the country preparation representing perspectives from the Global South.

In addition, two internal speakers contributed to the event. Daniela Göhler, Head of GIZ International Forest/Climate Finance Programme, provided an update on most relevant Forest Outcomes expected at COP 26. Hannah Fabri, Junior Advisor in the GIZ Climate Policy Support Programme, presented how SV Klima supports BMZ with regard to the COP26 and how GIZ is positioning itself for the COP.

Outlook: The Forest WG is planning an event on the topic of Forest Landscape Restoration (FLR) Finance in October. The working group is looking for internal or external speakers, who would be willing to speak on this. Please contact the working group in case you would be willing to speak on this topic or recommend someone else.

Operational Logging And Degradation Monitoring Initiative (Oldm) Boosts Law Enforcement Through Forest Monitoring In Laos

OLDM is a forest monitoring system that enables Lao authorities to detect changes in forest cover on individual tree level fast enough for field teams to interdict illegal logging activities, seize logs before transport and processing, and apprehend the offenders. The system undergoes a second phase of expanded piloting until October 2021. Past piloting activities have already shown its technical effectiveness and logistical feasibility. Read More

Long-term Assessment of Environmental Education, Communication and Awareness Raising in Laos

In a rare long-term assessment of environmental communication in development assistance, the 2021 summer edition of the Global Media Journal (GMJ) analyzes a Lao-German GIZ project over a 10-year period. What started as ProCEEd in 2011 became the Environmental Education and Awareness (EEA) output of the GIZ ProFEB program in 2017, which was outsourced to GFA for the 2019-2022 period.
The GMJ article’s conclusions drawn from the project’s 10-step environmental education and communication strategy (EECS) based on Knowledge-Attitude-Practice (KAP) surveys and an edutainment approach are mostly positive. Yet it remains to be seen whether the project’s relative success will last. Read More

The GIZ SPACES project (Supporting Protected Areas for the Conservation of Ecosystem Services) completed a national environmental education and communication strategy (EECS) for the system of protected areas (PAs) in Mongolia. It is the conceptual cornerstone of the project’s outreach output to raise the environmental awareness of PA-related visitors, local people and experts. The strategy is based on the results and conclusions from local partners'
capacity needs assessments, and uses a 10-step EECS toolkit developed by GIZ for OECD-DAC. It looks into target groups’ knowledge, attitudes, and practices (KAP), defines communication objectives, and selects an appropriate mix of media and messages to be delivered to specific groups. Read More

Project Coffee+ in Action: Milestones and Life Stories

The publication is a documentation of the Philippines experience as part of the Project, “Improving Smallholder Coffee Farming Systems in Southeast Asia (Indonesia, Thailand, Philippines)” in partnership with private partner- Nestle. It highlights the project’s performance for the last 3 years (2018-2021). Most notable is the increasing trend in coffee production and the proof of concept that 1ton/ha. for Robusta coffee can be attained: from a project baseline of
235 kg/ha. The key project intervention is on training on Farmer Business School (FBS) as customized for coffee and integrated the good agricultural practices (GAP) for coffee.

The publication also provides the human face for the Project through six (6) success stories and testimonials of the smallholder coffee farmers.

Sustainable Ecotourism at Hamta, Himachal Pradesh

Double Impact: COVID-19 and Climate Change in Food and Agriculture

What are the linkages between climate change and COVID-19 for the agriculture sector, and how can governments in Southeast Asia best respond? The policy review outlined how the ASEAN region’s policymakers can consider short and long-term responses to both phenomena. It outlines – in practical terms – strategies and recommendations for policymakers in ASEAN to consider incorporating climate actions and investments into COVID-19 recovery in the food, agriculture and forestry sector. Policy Brief Positioning ASEAN in International Climate Negotiations Lessons Learned From the ASEAN Negotiating Group for Agriculture (ANGA)

The ASEAN Climate Resilience Network (ASEAN-CRN) formed the ASEAN Negotiating Group on Agriculture (ANGA) in 2017. Since then, ANGA has been representing ASEAN positions on agriculture in the context of the UNFCCC framework. The Koronovia Joint Work on Agriculture (KJWA) forms a strong basis for ASEAN governments to work together for shared agricultural goals in Southeast Asia. The lessons learned from establishing ANGA could provide important input into the continuous pathway of establishing ASEAN as a strong actor in the international policy arena on environment and climate change.

Manual on Environmental Education and Communication in Laos

The Environmental Education and Awareness (EEA) output of the GIZ ProFEB program in Loas has re-established links to a manual on environmental education and communication, originally published by GIZ ProCEEd. The manual incorporates results from environmental education and communication tours and events (Vol. 1), human capacity development efforts (Vol. 2), a toolbox for action learning (Vol. 3), and a guide on environmental journalism (Vol. 4). The four volumes are the backbone of what organizations committed to EEA in Laos have developed with GIZ. Its rather general methods and tools can be used for environmental education and communication in other countries as well. Read More

Indigenous Peoples’ Food Systems: Insights on Sustainability and Resilience from the Front Line of Climate Change

The study report conducted in 2018 on “Indigenous Peoples’ food systems: Insights on sustainability and resilience from the front line of climate change” analyses eight different Indigenous Peoples food systems in Asia, Pacific, Latin America, Arctic and Africa identifies threats affecting their food security and warns about their future and the impacts their disappearance will have on humanity's ability to adapt to climate change.The methodology for the study was designed by FAO and its partners and the study was conducted in Namik village of Pithoragarh, India in 2018. The study was designed by FAO Indigenous Peoples’ department and was conducted in 7 geographies around the world. The book was launched on 25th June in a High Level seminar at Rome.

Mobilising Climate Finance: Experiences in Central America and Caribbean

Climate action needs to be accelerated urgently to achieve the ambitious goals of the Paris Agreement before it is too late. This requires leveraging new financial resources at the regional, national and -above all- subnational levels of each country. However, the support of international cooperation itself is insufficient. The public and private sectors play a central role in developing initiatives and financing mechanisms that provide continuity and sustainability for medium- and long-term investments.
A new publication titled "Mobilising climate finance: Experiences and lessons learned by IKI projects in Central America and the Caribbean" explores eight different initiatives in the region, detailing interesting opportunities to create new financing mechanisms or strengthen already existing ones. In addition, it analyzes the main challenges and learnings faced by countries in the region regarding this issue.

Workshop Series on Nature-based Solutions (NbS)

Online workshops series on NbS Building on existing capacity development on NbS (such as the training on “NbS for global challenges” in February 2021, and the annual “Vilm seminar” in June 2021), a series of online workshops will be organized. The workshops will support participants to design, implement and promote NbS in priority topics. They expand the NbS capacity development from Asia Pacific to other regions with a special focus on promoting South-South cooperation.
