Dear SNRD Asia and the Pacific members,
Welcome to the 2nd issue of our newsletter in 2022. Do you also feel the year is going by fast and things seem to be going back to “normal”?
As the pandemic eases, international travel is coming back and meetings are returning to be onsite, we are now busy preparing our Joint SNRD Asia and the Pacific and TUEWAS Conference under the motto: “Transformative Change for Future-Readiness in Asia and the Pacific: Understand. Envision. Implement”. After having to delay the conference in 2020 and holding a virtual conference in 2021 we are very much looking forward to engaging with you again and meet some of you in person. You will find the draft programme and some preliminary information here.
As always in this newsletter, you will also find lots of contributions from your fellow colleagues in SNRD Asia and the Pacific. Whether it is Training programmes for Master Trainers and Facilitators in the agricultural and the water sector in Thailand, developing approaches on One Health and gender responsive forest management approaches in India or using virtual reality to promote agroforestry in Timor-Leste, our colleagues and partners have been working hard and have great stories to tell. | Joint Sector Networks Regional Conference 19-23 September 2022 |
|
The Joint Sector Networks Regional Conference between SNRD Asia and the Pacific and TUEWAS will take place during 19-23 September 2022 in Bangkok, Thailand .
Every two years, the Joint Sector Networks Regional Conference is held to provide a platform for networking and exchange among the members of the two Sector Networks (SNRD Asia and the Pacific, TUEWAS). In 2022, the Sector Networks aim to identify synergies and common topics for transformation for being future ready, provide information on latest developments in headquarters and the regions and create a common understanding and outlook on the strategic orientation of the sector networks.
You can find a draft agenda below.
Please note that due to the pandemic, we will be able to accommodate up to 200 participants in total (100 participants per Sector Network including colleagues from HQ as well as Working Group and Task Force leads). However, for the benefit of those that will not be able to participate, we are planning to live stream the main conference events on 20-21 September 2022. We will be approaching the Country Directors for nominations based on certain selection criteria.
The registration process will be communicated with all members before the end of July 2022. In case of any questions, please do not hesitate to contact snrd-asia@giz.de.

This year we are implementing the new structure of Sector Network SNRD AP as a result of the Future Strategy Process conducted since 2020. Four Task Forces were established under the seven main SNRD Working Groups on Agriculture, Biodiversity, Climate Change Adaptation, Green Education, Hills to Ocean, Forest and SDGs with Innovation Funds to conduct their activities. | Remembering Mecki Kronen |
|
We are deeply saddened to inform you about the passing of our beloved colleague, Mecki Kronen, on 1st June due to a serious illness. Mecki was one of the key persons in establishing the Hills to Ocean (H2O) Working Group and had always been a dedicated tandem partner of the Group. Her work has left an unmistakable imprint on our marine conservation projects and the impact of her loss is felt by all of us. Let us remember her by her cheerful spirit, sharp mind and unrivalled knowledge. She will be sorely missed by SNRD members.

| Master Trainers ready to train 350 Coconut Farmers on Regenerative Agriculture |
|
After 18 months of piloting regenerative practices with selected pioneering coconut farmers, the Regenerative Coconuts Agriculture Project (ReCAP) is ready for its next phase: Scale-up phase. To kick-off this phase, 15 staff from the Department of Agricultural Extension (DOAE), 7 staff from the Department of Agriculture (DOA) and 5 agronomists from Harmless Harvest were trained on regenerative coconut agriculture from 28. March 2022 to 1. April 2022. The training took place in Ratchaburi at a brand-new training facility of the “Aromatic Farm” (https://www.aromaticfarm.com/), which is owned by one of ReCAP’s pilot farmers. The academy is nestled in the middle of a coconut farm, so it made the perfect setting to inspire the trainees on the benefits of regenerative and organic farming. Read More

|
| A tiger pugmark in the Sundarbans Reserved Forest [© GIZ BD / Mahmud Hasan] |
The rare Masked finfoot, a critically endangered mangrove bird and a keystone species, was recently observed in the Sundarbans during Ecological Monitoring. Masked Finfoot is an indicator species. Researchers conducted surveys of narrow tidal canals to spot indicator species or tiger footprints on the muddy banks. These observations are recorded digitally and will finally be used to produce GIS maps of abundance. These are important outputs under SMP II to assess the ecological health of the Sundarbans and make scientifically based management decisions as it is required for a World Heritage Site.

| Gender Responsive Incentive-Based Mechanisms for Sustainable Forest Management |
|
The future of forests is inextricably linked to gender wherein adopting a gender-centric approach is necessary to achieve desired collaborations during the implementation and in the outcomes of performance-based, incentivised, and community-led management of forest resources. While both men and women are legitimate actors in the consumption and conservation of forest resources, they perceive these resources and their respective roles quite differently. They differ in their knowledge, utility of forest resources, and, most importantly, the agency to make decisions, which steers and shapes their concerns and priorities.
The global discourse on sustainable forest management is now increasingly being directed towards policy interventions that focus on incentivising community-driven forest governance while constructively addressing gender norms.

| Taking a One Health Approach to HWC Mitigation with the Indian Council of Agricultural Research |
|
A training session on `Taking a One Health Approach to HWC Mitigation` was organised on 12 May 2022 at Indian Council of Agricultural Research - National Academy of Agricultural Research Management (ICAR-NAARM) Hyderabad for 15 senior officials including ADGs and Directors of the institutions under ICAR. This was conducted as part of the Executive Development Program on Leadership Development at ICAR NAARM. The sessions resulted in concrete ideas towards increased forest-agriculture-veterinary cooperation on issues like the national dialogue on One Health, engagement of Krishi Vigyan Kendras for HWC mitigation awareness, integrating curriculum on HWC and One Health into the curriculum of undergraduate students at agriculture universities.

| GIZ-Dale Carnegie Training of Trainers: Effective delivery of trainings |
|
A four-day GIZ-Dale Carnegie training of trainers (ToT) on the effective delivery of trainings using participatory methods was organised at Kodagu, Karnataka, from 26-29 April. 18 trainers and faculty members from premier national and state-level training institutions of the forest, agriculture, veterinary, media and private sector participated along with two master trainers from GIZ and Dale Carnegie. The ToT expected to facilitate trainers in enhancing the effectiveness of their training courses to enable them to forge cooperation from training institutions of other sectors in planning cross-sector trainings on HWC mitigation, taking a One Health approach. The ToT ended with a clear plan for trainings to be implemented at the training organisations present in this ToT over the next 6 months.

|
A two-day training on “‘Holistic Approach to Human-Wildlife Conflict Mitigation” for Gram Panchayats and Potential Members of Community-level Primary Response Teams (PRT) was conducted jointly with the Karnataka Forest Department, and Indian Council of Agricultural Research -National Academy of Agricultural Research Management (ICAR-NAARM), with support from Kodagu Zilla Panchayat, Rural development and Panchayati Raj department at the ICAR-Krishi Vigyan Kendra (ICAR-KVK) Gonikoppal, Kodagu, Karnataka from 7-8 April. The training focused on generating awareness to reduce accidental encounters of humans with wild animals, enhancing competencies of potential community PRT members, and contributing to reducing their vulnerability to human-wildlife conflict and zoonotic diseases.

| Awareness Workshop on Forest Ecosystem Services and Incentive-Based Mechanisms for Himachal Pradesh, India |
|
The policymakers of the Government of Himachal Pradesh (H.P.) had expressed a keen interest to explore concurrent approaches such as Incentive-Based Mechanisms (IBMs), including Payment for Ecosystem Services (PES) and cross-sectoral convergence for operationalising the PES policy in the state. Consequently, a one-day awareness workshop was jointly convened by the Himachal Pradesh Forest Department (HPFD) and the project on 20 March at Chandigarh that saw the participation of many dignitaries and senior forest department officials. The next steps will include preparing comprehensive convergence plans with the HPFD and other Externally Aided Projectss, organising awareness meetings with other line departments and sensitising policymakers on the concepts of FES and IBMs.

| Steps Towards Integrated Management Planning for Point Calimere Ramsar site |
|
| Meeting with the District Collector, Thiruvarur and government line departments (PC: Tamil Nadu Forest Department) |
Tamil Nadu State Wetland Authority and Forest Department with GIZ, have prepared the draft integrated management plan (IMP) for the Point Calimere Wildlife and Bird Sanctuary (Ramsar site). The Chief Minister of Tamil Nadu launched the “Tamil Nadu Wetlands Mission” for the ecological restoration of 100 wetlands, including the preparation of IMPs. Thus, the IMP prepared for Point Calimere through a participatory and cross-sectoral approach will be a good model for other wetlands in the state. In this context, two meetings were organised at Nagapattinam and Thiruvarur districts, with the line departments to discuss the IMP and identify areas for joint actions on 13 April. As a follow-up, a department-wise list of suggested management actions and data requirements has been shared with respective departments for their feedback.

| Farmers’ Training on Post-Harvest Processing of Turmeric in Tamil Nadu |
|
As farmers harvest turmeric in March three training sessions on post-harvest processing of turmeric led by experts from relevant institutions were organised for farmers in Erode, Thalawadi and Coimbatore (Tamil Nadu) from 28 March to 1 April. Some of the topics covered in the training were the need for mechanisation and modernisation of turmeric post-harvest practices., examples of different low-cost equipment, energy-saving and environment-friendly methods and equipment, quality standards of turmeric according to the demand in the global market and market linkages and procedures for testing the quality standards for procurement of turmeric, to name a few. An important aspect of the training was to prepare farmers for Farm Sustainability Assessment (FSA) framework.

| ICS Training for Organic Certification of Spices |

A two-day training on Internal Control System (ICS) was organised with an organic certification expert, turmeric and cardamom crop experts, farmers and the field team from AVT McCormick from 8-9 March. ICS is a part of a documented quality assurance system that allows an external certification body to delegate periodic inspection of individual group members to an identified body or unit within the certified operator. Some of the topics covered in the training were the process of organic certification, the requirements of ICS for managing this procedure, importance of biodiversity for improving the agroecosystem and, thereby, the yield and quality of the produce, and risk assessment and entry of farmers in the certification process.

The event highlighted that forests, forestry, and forest stakeholders are the major nature-based solutions to current environmental and social challenges. On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) GIZ Pakistan has initiated Strengthening Climate Adaptation and Resilience (SAR) project. The project supports Pakistan’s national and provincial governments in improving the conditions for climate adaptation and risk management with a focus on vulnerable populations, especially women. It supports the Pakistani Ministry of Climate Change (MoCC) and other government partners in the entire planning cycle of climate change adaptation measures: from the preparing of climate risk assessments to the piloting of financing approaches and instruments. It also supports the implementation as well as the upscaling of measures at the local level through international and national climate finance. The project is being implemented in the two provinces of Khyber Pakhtunkhwa and Punjab.

| “Training of Facilitators” to promote climate-sensitive river basin management in Thailand |
|
A three-day ‘Training of Facilitators’ was organised by the Thai water agency, the Office of National Water Resource (ONWR), with GIZ and other partners from 27 – 29 April 2022 in Bangkok. The training programme equipped participants with the knowledge and facilitation skills to effectively organise climate-sensitive water management trainings in the future, with the aim to support scaling up climate change adaptation awareness and actions, including the application of Ecosystem-based Adaptation, in the 22 river basins across Thailand. The 15 selected participants came from government agencies, river basin committee members, education institutions and locals from Yom and Sakae Krang River basins.

Since 2018, the EU and BMZ co-finance project Ai ba Futuru – PSAF (Partnership for Sustainable Agroforestry), is working with the Timorese Ministry of Agriculture and Fisheries to promote agroforestry land use in Timor-Leste. As a core of farmer support to establish agroforests in their own plots, Ai ba Futuru has utilized 4 rainy seasons for tree seedling distribution campaigns. In May 2022, our last campaign ended with the delivery of the 3.8 millionth tree to a community in the countries mountainous Central-East.

| Ai ba Futuru uses Virtual Reality and Top Trump Card Game to promote Agroforestry |
|

To promote Agroforestry among people in urban areas Ai ba Futuru produced a 360°-video to take viewers directly into Timorese agroforests. The virtual journey leads from a market to a freshly established agroforestry plot and two older, well grown and productive agroforests. Viewers watch the video on YouTube or download during events where the project is present.
Ai ba Futuru also developed a Timorese agroforestry version of the popular card game top-trumps/Quartett. The game is played on events and in secondary schools partnering with Ai ba Futuru. 32 popular Agroforestry plants are presented with interesting facts and data.

| Training of Trainers for the extension agents on agricultural supply chains |
|
SASCI supports capacity development of 150 extension agents from the local governments in West Kalimantan Province and Kapuas Hulu District, private companies, community leaders, and village forest guardians on sustainable palm oil and natural rubber supply chains. The module and specific topics to deliver will be customised and on demand from most of the participants. A four-day try-out will be conducted in Pontianak to test and evaluate the training process and materials, before conducting the actual training in Kapuas Hulu District. Five different trainings will be conducted in four sub-districts and one training in the main office of Agriculture and Food Agency, Kapuas Hulu District.

To formulate recommendations for enhancing financial autonomy of Vietnamese protected areas, this comprehensive report reviews their current funding and management status.
Protected areas globally, including the Asia Pacific region, are facing increasing pressure to be financially autonomous due to the scarcity of government funds and the prioritization for economic post-pandemic recovery. While there is considerable progress towards revenue diversification, self-generated revenue should not substitute government funds. For instance, even when protected area funding in Viet Nam compares extremely favourably with neighboring countries, it is still insufficient to meet conservation goals.

| Factsheet: Sustainable Management of Forest Ecosystem Services project |
|
The factsheet covers the ‘Sustainable Management of Forest Ecosystem Services (FES)’ project that is jointly implemented by the Ministry of Environment, Forest and Climate Change (MoEF&CC), State Forest Departments of Himachal Pradesh (HP), Uttarakhand, Madhya Pradesh and Uttar Pradesh and GIZ on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) from 2021 – 2023. The project aims to strengthen forest and agroforest management to integrate the Forest Ecosystems (FES) approach with emphasis on water availability.

| Sustainable Natural Rubber Production and Post-harvest Module (in Indonesian) |
|
The module is the latest version, adapted after two years of implementation of the SASCI project. It covers practical skills on natural rubber farm management, good harvest practices, and good post-harvest practices from the perspective and context of Kapuas Hulu District which is also a UNESCO Biosphere Reserve. The model is user friendly from the perspective of trainers and farmers, as the content mostly consists of animated illustrations and pictures.
