Dear SNRD Asia and the Pacific members,
Here comes the first edition of the SNRD Asia and the Pacific Newsletter in 2022! In this edition, you will find a variety of contributions addressing COP26 momentum, partnership development, sustainable agriculture, use of drones in sundarbans mangrove forests, methods for reducing pesticide use, launch of tools for risk management in Agri-Food system and platform for accessing new markets for SMEs, several training on Wetlands that were conducted by our member projects and many more! You will also find information on a newly launched project as well as links to other Newsletters and platforms.
We are also happy to announce the results of the applications for funds from the Learning and Innovation Fund and the establishment of 4 new Task Forces under SNRD Asia and the Pacific. You can find more about this in the Spotlight section of the Newsletter.
And finally, we would also like to take the opportunity to cordially invite you to join us in our networking event on 5 April 2022. Here you will have the chance to engage with colleagues from other SNRD countries and projects, hear what topics they are working on, or you could even pitch your own topic and initiate further exchange. Sadly we have to say farewell to a member of our joint SNRD/TUEWAS Secretariat. Neha is leaving us to take up studies in Germany. You have been a such an important part of the team and have always let our newsletters, website, presentations and avatars look good. We are sad to see you go, but very excited for you, Neha! Congratulations again and may you have an excellent journey and experience in your new endeavours!

Build Forward Better after COVID-19: Briefing #09 Systemic Capacity Development |
|
Current global sustainability agendas, including Agenda 2030, the Paris Agreement within the United Nations Framework Convention on Climate Change (UNFCCC), and the Convention on Biological Diversity (CBD), call for no less than the transformation of the world as we know it.
The COVID-19 crisis put not only a new virus but also our planet and our social systems under the microscope and demonstrated the urgent need for transformation. It also revealed challenges to change. Transformation must happen in an increasingly volatile, uncertain, complex, and ambiguous (VUCA) world. What’s more, global goals for human health, economic and social development are interdependent in multiple ways. The VUCA world and VUCA situations bear characteristics referred to as ‘wicked problems’*. Developing solutions and fostering transformation in VUCA contexts requires vastly different competencies and capacities for professional practices than those that we currently know and apply.
Taken together, this means that activities to support capacity development in complex contexts – such as green recovery in a VUCA world – can no longer follow a linear path. Instead, they must be based on a systemic approach, through which people, organisations, and societies mobilise, retain, adapt, and extend their ability to make development sustainable. Systemic approaches foster understanding of multiple perspectives and their interconnectedness and ensure constant learning through experimentation and reflection. Support provided by international development partners also needs to enable a paradigm shift in how capacity development is done.
Such new patterns are already being practiced to a large extent in current projects that support capacity development. For the Build Forward Better Briefing #09 we analysed various state-of-the-art publications and practical learnings and derived the following five hypotheses:
Among other factors, successful systemic capacity development and supporting activities should
- be people-centred.
- have a multi-dimensional project design.
- connect short-term action with long-term goals and impacts.
- emphasise (agile) processes and (collective) learning.
- strategically invest in alliances and partnerships for knowledge generation, synthesis, and scaling.

On 26 January 2022, GIZ’s Sustainability and Value Added in Agricultural Supply Chain in Indonesia (SASCI+) and Continental AG, a major tire producer from Germany, kicked off the second phase of the Integrated Development Partnership with the Private Sector (iDPP) on sustainable rubber in Kapuas Hulu. This program builds on a previously conducted iDPP with Continental AG implemented by GIZ´s Sustainable Agriculture Supply Chain in Indonesia (SASCI) project implemented since 2018. In this second phase lasting from 2021 to 2024, GIZ and Continental AG will work on additional nine sub-districts, bringing the total to 12. Read More

The Future of Sustainable Agriculture - Let’s Think About… |
|
The German Federal Ministry for Economic Cooperation and Development (BMZ) convenes a series of expert dialogues under the heading The Future of Sustainable Agriculture. This event series is dedicated to the building blocks of a globally sustainable agriculture, which we discuss with invited experts from science, politics, civil society and the private sector.
We will look at scientific findings, draw inspiration from practical experience, and identify common ground and priorities towards sustainable agricultural production. Together, we will develop options for action and leverage points for German development cooperation, and thus translate strategy into implementation action!
The first expert dialogue took place on 9th of February 2022 and evolved around seed systems. The next event will take place on 6th of April 2022 and focus on plant protection, and three more dialogues are planned before the end of June.
Anyone with relevant expertise and experience within or outside GIZ is welcome to contact us and contribute to shaping up the events!

Bird Watching Guide Training at Point Calimere Ramsar Site, India |

The Point Calimere Ramsar site supports nearly 100 species of waterbirds, and its wintering grounds are important stop-over sites along the Central Asian Flyway for several migratory shorebird species. A bird watching guide training was organised here from 15 – 24 December 2021 for Eco-development Committee members, Wetland Mitras and Tamil Nadu Forest Department staff of Nagapattinam and Thiruvarur Division. The nine-day training aimed to promote awareness of the Ramsar site as an important bird habitat and enhance alternative livelihoods as a bird watching and/or ecotourism guide. It focused on the identification of waders and land birds, basic bird biometrics, habitat types, threats to bird habitats and their management. The participants expressed an active interest in organising a refresher training in the coming year.

Film on Sustainable Agricultural Practices |
|
Sustainable agriculture is farming to meet society's current food needs without compromising the ability of future generations to meet their own needs. These practices improve crop yield while conserving soil, water, and other natural resources. These animated films were produced under the developPPP.de project with AVT McCormick in five languages.

Operational Planning Workshop for 2022 with Site Managers and State Wetland Authorities, India |

A two-day OP workshop was held from 7-8 December 2021 to discuss the plan of activities to be implemented under the ‘Wetlands Management for Biodiversity and Climate Protection’ project during 2022. The Ministry of Environment, Forest and Climate Change (MoEF&CC) officials, representatives of State Wetland Authorities of project pilot states (Himachal Pradesh, Odisha and Tamil Nadu), Ramsar site managers of the pilot sites, and GIZ attended the workshop.

Training on Forest Ecosystem Services and Incentive-Based Mechanisms for Himachal Pradesh and Uttarakhand, India |
|
The ‘Sustainable Management of Forest Ecosystem Services’ project is working towards strengthening the Himachal Pradesh and Uttarakhand Forest Departments and integrating the Forest Ecosystem Services (FES) approach in their management systems, with an emphasis on water availability. One of the primary steps under the project is to orient different stakeholders on FES and their management. Officials from the Himachal Pradesh and Uttarakhand Forest Departments participated in a hybrid training from 24-26 November and 13-15 December 2021. It focused on the concept of FES and their management and an introduction to incentive-based mechanisms.

Training on Homestay Operations for Communities From Pong and Wular Wetlands, India |

A six-day training was held on homestay and kitchen operations for community members from Pong Wetland, Himachal Pradesh and Wular wetland, Jammu and Kashmir. As part of Green Recovery Measures under the project, community members from Pong Dam and Wular Lake were trained on alternative sustainable livelihoods, specifically, wetlands linked ecotourism. A basic-level training was conducted by the Institute of Hotel Management, Hamirpur as the training partner from 29 November to 4 December 2021. An advanced-level training would be organised in 2022.

Training on ‘Media Strategies for Effective and Efficient HWC Mitigation’ at AJK Mass Communication Research Centre, Delhi |
|
A 12-week course is being conducted virtually by GIZ and AJK Mass Communication Research Centre (MCRC), Jamia Milia Islamia, Delhi. Currently, 40 post-graduate students of four programmes, viz. Development Communication, Convergent Journalism, Mass Communication, Visual Effect and Animation, are enrolled in this skills-based course under the Choice-based Credit Systems (CBCS) during 2022. The course ends on 2 April 2022 with an interaction between the students with experts from India and other countries.

Training on Wetlands of India Portal MIS for State Wetland Authorities of India |
|
The Wetlands of India Portal was launched on 2 October 2021, on Gandhi Jayanti by the Minister for Environment, Forest and Climate Change (MoEF&CC). It is a single-point access to all information relating to wetlands in India with a Management Information System (MIS) that serves as a platform to share digital inventories of the wetlands, upload brief documents, and a Content Management System (CMS) that enables sharing and exchanging good practices related to wetlands management.
On 20 December 2021, a training was conducted with MoEF&CC and National Centre for Sustainable Coastal Management (NCSCM) for the Tamil Nadu State Wetland Authority, Tamil Nadu Forest Department, Himachal Pradesh Council for Science, Technology and Environment, Chilika Development Authority and NCSCM. It aimed to familiarise the State Wetland Authorities with their unique MIS dashboards, adding wetland brief documents and health cards, registering site managers and managing a Wetland Mitra database on the portal.

Use of Drones in the Sundarbans Mangrove Forests |

Regular ecological monitoring as well as field patrolling is essential for conserving biodiversity. In the Sundarbans, the largest closed canopy mangrove forest of the world, it is impossible for frontline rangers to penetrate deeply into the dense forest through the maze of narrow channels and the healthy population of Bengal tigers. But the drone technology enables the rangers to monitor the forest systematically and cost-effectively. The bird’s eye- perspective of the drones permits to assess storm damage and to follow-up on restoration of the mangroves. This real-time technology also helps decision makers to make quick management decisions. GIZ Bangladesh through its Sundarbans Management Project introduced the use of drones and trained Bangladesh Forest Department on this technology.

Wetlands and People: Connecting People and Wetlands in Development Cooperation in India |

On 2nd February 2022, World Wetlands Day was celebrated globally, the 45th time since it was first observed, but the first time as a UN International Day. This year's theme, ‘Wetlands Action for People and Nature’, was a call for action, an appeal to invest in saving the world’s wetlands from disappearing and restoring the degraded ecosystems. As wetland loss continues at an alarming rate, for communities directly dependent on these ecosystems, this translates into a loss of a source of water, food, and fuel. To counter this, today, there are increasing efforts to engage these crucial actors in wetland management.
As part of the integrated management planning for the project sites, the ‘Wetlands Management for Biodiversity and Climate Protection' project is working towards a collaborative and integrated process. The stakeholder consultations organized under the project enable multi-stakeholder dialogues, to clarify the vital role of each group, including the communities, and create a shared vision to manage wetlands sustainably.

Yellow Sticky Traps Reduce Pesticide Use in Cumin Production at Rajasthan, India |
|
Most cumin farmers apply pesticides on a calendar basis when pest infestation is suspected. Due to the high cost of pesticides and many health-related risks, farmers are encouraged to adopt Integrated Pest Management (IPM) techniques which will ultimately reduce the dependency on chemical pesticides. One IPM methodology is to use Yellow Sticky Traps in cumin fields. Insects and pests find these bright yellow colour traps highly attractive which makes it an effective way of controlling them. The developPPP.de project demonstrated and distributed 50,000 yellow traps to 650 Cumin farmers in the Barmer and Jaisalmer districts of Rajasthan. As a result, pesticide use has reduced considerably leading to less input cost for the farmer, lesser exposure of workers to pesticides and ultimately, lesser pesticides. Read More

Thailand Climate Finance Conference: From International to Domestic Mechanism |
|
Thai-German Climate Program- Policy (TGCP Policy) invites you to "Thailand Climate Finance Conference: From International to Domestic Mechanism" which will take place on Monday, March 14, 2022, from 8.30–12:00 hrs., at the Pullman Bangkok King Power (Rangnam) and our Live recording on GIZ Thailand Facebook page.
TGCP Policy is supporting ONEP in organising this event, which aims to raise awareness of the significance of climate finance and share experience of how international, coupled with domestic climate finance, can create enabling conditions to accelerate climate action.
The event will be presided over by MNRE's Minister. A panel discussion to showcase the experience and policy direction to create enabling conditions will be joined by ONEP, the Bank of Thailand, the Thailand Board of Investment, UNDP, and GIZ by Matthias Bickel, Programme Director and Cluster Coordinator for Agriculture and Food.

Strengthening Forest Governance to Preserve Laos’ Natural Treasure! |
Laos and the EU have agreed on several piloting measures to test the robustness of the agreed Timber Legality Definitions (TLDs), one of five elements within TLAS (Timber Legality Assurance System) that form the core of assuring timber legality. Laos has agreed to test verification and licensing procedures for timber from tree plantations that are currently under development by the FLEGT multi-stakeholder process. It started with a series of stakeholder consultations to elaborate on the future function of verification and how it can co-function with the existing inspection system. Read More

It includes recommendations for drafting the individual chapters of the template (“drafting guidance”), minimum requirements, and best practices, all of which assist in the drafting and structuring of each BUR chapter. In recognition of the fact that individual chapters or subchapters might be compiled by different teams, the sections and/or tables within this template may be split into separate documents to be shared with different teams responsible for the compilation of the BUR. |

New GIZ Orientation Paper “Environment – Policy – Advice” |
|
The new GIZ paper Environment – Policy – Advice provides guidance for all GIZ employees working in or at the interface of environmental policy advice. The publication is the result of a multi-year process of cross-departmental dialogue in which the authors distilled six strategy elements of environmental policy that guide GIZ’s global advisory services. The paper is intended to provide key impetus when developing and planning GIZ advisory projects to identify options for action, structure discussions and provide new ideas for the further development of GIZ advisory approaches.

Understanding future Greenhouse Gas (GHG) emissions can help a country to define a GHG reduction target, see if they are on track to meeting an existing target, estimate the impacts of certain mitigation measures and help plan mitigation measures in the medium and long-term.
This paper – developed by the Partnership on Transparency in the Paris Agreement (PATPA) – aims to provide a short practical introduction about developing GHG projections, targeted at policymakers and other climate practitioners from developing countries with limited experience in this field. The publication provides an overview of key steps for preparing GHG projections and highlights good practices. |
