Dear SNRD Asia and the Pacific members,
We hope you are all doing well during these times! We are proud to share our latest newsletter with many updates from projects and colleagues from the region. Despite the difficult situation many of us are facing, we see that there is a lot of “activity” in our sector network – be it in Asia, at head office or even on other continents.
Just recently, the Learning and Innovation fund has generated very nice proposals and we are looking forward to interesting outcomes throughout the year. Besides several activities on working group level, the SNRD AP secretariat is currently working on interesting projects such as the planning of this year’s sector network activities, a new digital map of our projects in the region, the continuation of our “future-fit-process”, as well as trying to find feasible ways for a SNRD Asia and the Pacific conference and related events.

New Co-Speaker of Green Education Working Group: Snigdha Kar |
|
My name is Snigdha Kar and I am from India. I took up informal education as a career in 2004, soon after completing my studies. I initially started working in informal science communication for children of age group 5 to 15 years and later started working for environmental education with various non-governmental organisation working in environmental education and education for sustainable development. As part of YOUNGO, the official youth constituency of United Nations Framework Convention on Climate Change, I have contributed in advocacy of Article 6 |
of the convention that deals with Education, Public awareness, and Participation. I am currently working as Communication Advisor for Sustainable Urban and Industrial Development cluster of GIZ India.
I dedicate myself in protecting the environment through raising awareness, capacity building and advocating for good policies and guidelines that in turn contributes to protecting the nature. I fondly call “communications” as “art of words”, for I believe in the power of words to induce change personally and globally. The capacity of words to make someone happy or sad has impressed me so much. To me, words are like maths wherein one has to master and know a workable formula to deliver the right message. I am working towards this direction and would like to contribute my bit for the same. Academically, I am a graduate from Zoology and did my masters in Geo-information Science. I am keen bird watcher and wildlife photographer.
It is my vision for all people to appreciate the importance of every life once again on earth and their interdependence with environment and work towards protecting the same, be it children, youth or adults. New Co-Speaker of SNRD Forest Working Group: Lena Keller-Bischoff |
|
My name is Lena Keller-Bischoff, I am currently working as AMA in the Peatland Management and Rehabilitation project in Kalimantan, Indonesia.
Acting as Co-Speaker of the Forest WG and facilitating learning exchange brings me a lot of joy. I love to bring people together and I strongly believe that enhancing experience sharing among different experts is an important aspect while improving our services for our target groups, counterparts and commissioners. |
Knowledge Management can mean much more than just technical management. As a Social and Cultural Anthropologist (M.A. with focus on Critical Development Studies/Political Ecology) I am very much looking forward to creatively co-shape our SNRD Knowledge Management CULTURE.
Socioenvironmental issues such as waste and sustainability standards/certification have been my focus over the past 9 years. Before working with GIZ I among others I taught qualitative research methods at the University of Freiburg, coordinated intercultural/ interdisciplinary tandem research trainings, conducted an Analysis of Sustainability Drivers in the food sector for the Swiss Fairtrade Organization and worked independently on the development of the Beyond Design Thinking approach for making ethnographic methods available in social and environmental transformation.

New Co-Speaker of Sustainable Development Goals Working Group: Ansa Rabia |
|
Ms. Ansa Rabia is a Sustainability Cooperation Advisor at TextILES (Improvement of labour and environmental standards in Pakistan’s textile industry) Programme of GIZ Pakistan. She has gained diverse and meaningful experience over the years in the field of public-private partnership, market systems development and capacity development in the domain of education and economic growth. In the past one year, her knowledge on environment and resource efficiency augmented by designing and executing capacity development and sustainability initiatives |
for the textiles and garment sector to make the best use of GSP plus status. She is an Atlas Corps Fellow and served in the States on Market Systems Development and Change Management & Leadership. She is also an IBM fellow and led a team of IBM experts from Australia, Brazil, Netherlands and UK on Systems Analysis and Development for stakeholder engagement. She is passionate and advocate about youth empowerment, gender mainstreaming and climate change and an ardent ally for SDGs. Her fun facts: she likes pottery painting; is a travel aficionado and a self-professed amateur baker.

SNRD AP Future Fit Process Update |
|
After some fruitful discussions and workshops, the future fit process is under the process of forming its shape. During the past months, the secretariat solicited several feedback from different Sector Network members, Working Group leaders, as well as interviewing cluster coordinators and head of technical and regional department. The process has not yet been accomplished and is still being worked on. |
We are now under the process of clarifying on how the new Sector Network structure is going to play out and the role of the actors within the network, which will be formed as a draft "charter". We are excited for the next steps where we will work together with members on a future structure that meets the needs of the members!
SNRD Asia and the Pacific will be offering a networking event as a showcasing stage whereas we will be requesting for our members participation. It will be held on 20 May 2021. More information will be coming up soon, stay tuned!

Build Forward Better after COVID-19: Briefing #07 Reality Check - Trackers |
|
Within less than a year, the COVID-19 pandemic has changed how countries around the world respond to national priorities and the global threats of the climate and biodiversity crises. Green Recovery has become the key term for a future-orientated and sustainable economic response to the pandemic. Until now, the Build Forward Better Briefings have featured Green Recovery news from governments and non-state actors expressing their commitment and measures taken. As we enter the second year of the pandemic, it is time to conduct a reality check on the announcements by countries to pursue a Green Recovery.
Over the next two issues, we will first take a closer look at analytical tools that provide orientation on where countries stand, before highlighting good practices that may pave the way forward. For this briefing, we have reviewed tracking tools that monitor the COVID-19 response measures by governments with special attention to their environmental impact. time off her busy farming schedule to participate into trainings and seminars held by agricultural officials and other non-governmental organisations. Since late 2019, she has attended training activities in the market-oriented smallholders value chain project Thailand (MSVC TH) introduced by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in cooperation with the Department of Rice, Olam (Thailand) Limited and Crop Life. Thailand has been the world's leading rice exporter for many years. An important task for the country is to become one of leading sustainable rice producers. The Rice Department and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH are gearing up to promote sustainable rice production in the Central Plain and the Northeast. The origin of sustainable rice production in Thailand can be traced back to the Better Rice Initiative Asia (BRIA I) project which was implemented Ubon Ratchathani from 2013 to 2017 by GIZ and its partners from both public and private sectors. With the motto “Better Rice, Better Life”, |
the project aimed to promote sustainable rice production and at the same time, raise farmers’ income, enhance value chains and improve farmers’ capacity.

Thailand produces over 5,000-6,000 tons of waste per day, with more than 60% of them are bio-waste. It poses a significant challenge in sustainable waste disposal vs. is an opportunity of recycling a massive pile of biowaste for new products. A researcher from Khon Kaen University, Kasetsart University, and a social enterprise like Thaiprotien |
are starting a black soldier fly (BSF) farming and utilizing it to converse biowaste into insect protein for livestock feed. Also, biomass from this process can turn back to the soil for improving soil health.

The aim of this guiding framework is to present principles that define professional standards and describe our scope of action as regards the realisation of human rights in the context of biodiversity conservation projects. It is primarily aimed at GIZ employees, but will also provide guidance to sub-contractors (consultants and consulting companies) and the recipients of financial contributions. Green recovery measures as COVID response in Bhitarkanika, Odisha |
|
India has been severely affected by the COVID-19 crisis which led to the imposition of strict economic and social lockdown. India’s unemployment rate surged to over 27% during the lockdown months and the worst affected population is the over 40 million migrant workers from rural areas. Having lost their jobs and income, large number of |
them returned to rural areas, including areas around the project’s pilot Ramsar sites, creating a labour surplus in these areas. With little opportunities in the rural areas, a large number of people are likely to fall back on extraction of already stressed natural resources – forests, wetlands and rivers – exacerbating the future resilience of agriculture and other natural resources-based production systems to climate change. As a response to COVID-19 and the lockdown, green recovery measures offer employment opportunities for communities around the project sites in the short-term while building long-term resilience through healthy wetland ecosystems. the links of biodiversity loss and rising risks. The initiative was co-organised by the Biodiversity WG of SNRD AP, the Sector Programme Conservation of Biodiversity on Land (BMZ), and the BfN. Up next: our support to NbS will be extended across continents.

Life of students around the Sundarbans Reserved Forests has been significantly disrupted by the ongoing Covid-19. GIZ on behalf of the German Government collaborated with Bangladesh Forest Department (BFD) and Bangladesh Environment and Development Society (BEDS) to organise a drawing and story writing competition, where 100 students including 56 girls participated. The objective was to encourage the students to express their thoughts about the forest and its conservation. |

New develoPPP.de project on Sustainable Spice Farming in India |
|
About 85 per cent of the spice production in India is by small-scale farmers, who typically farm on less than two hectares of land and seasonally rotate spices with other crops. The new project ‘Enhancement of Smallholder Spice Farmer’s Capacities in Sustainable Farming’ aims to strengthen the production of cardamom, cumin, and turmeric in four states of India (Kerala Tamil Nadu, Karnataka, Rajasthan), to increase the capacities of spice farmers to make production practices more economically, socially, and environmentally sustainable. The project is part of the develoPPP.de Programme implemented by GIZ on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). Innovation Accelerator “Building resilient smallholder supply chains – How to enable transformation for farmers institutions and supply chains” |

The study illustrates the initial findings of Innovation Forum’s research project on durable smallholder supply chains. It identifies systemic factors that lead to the predominant challenges in supply chains by looking at the general “ecosystem” in which they operate. Based on those findings it formulates recommendations on next steps for the local and international policy level.

Making Better Policies for Food Systems |
|
Food systems around the world face a triple challenge: providing food security and nutrition for a growing global population; supporting livelihoods for those working along the food supply chain; and contributing to environmental sustainability. Better policies hold tremendous promise for making progress in these domains. This report focuses on three questions. What has been the performance of food systems to date, and what role did policies play? How can policy makers design coherent policies across the triple challenge? And how can policy makers deal with frictions related to facts, interests, and values, which often complicate the task of achieving better policies? Better policies will require breaking down silos between agriculture, health, and environmental policies, and overcoming knowledge gaps, resistance from interest groups, and |
differing values. Robust, inclusive, evidence-based processes are thus essential to making better policies for food systems. Find more in the book “Making Better Policies for Food Systems”.

Protected area governance and management – A resource book for practitioners in development cooperation |
|
Supporting protected area governance and management is a multifaceted task in often complex framework conditions. The book provides orientation in the wealth of existing tools and guidance and aims to inspire with examples from technical cooperation projects including from SNRD Asia Biodiversity Working Group members from the Sundarbans in Bangladesh, the Hin Nam No region in Lao PDR, the Philippines, Vietnam and an ASEAN-based project. We hope that the book will be useful for established professionals and newcomers alike in supporting our partners in their efforts to achieve their national and international protected area targets both quantitatively and qualitatively. |

This report analyzes the coffee sector through the lens of global value chains (GVCs). It provides insights into the coffee Global Value Chain (C-GVC) based on sound empirical analysis. It considers only the international trade dimension and does not cover local value chain and patterns of consumption. It is inspired by and aims, with its specific focus on the coffee sector, to complement the World Bank’s seminal publication ‘World Development Report 2020: Trading for Development in the Age of Global Value Chains’.

What works to improve farmer income? |
|
Improving incomes of smallholder farmers is a goal of many GIZ projects. But do we know what really what works to improve the income situation of farmers and their families? The Living Income Team of the Programme Sustainable Agricultural Supply Chains and Standards conducted qualitative interviews with 19 GIZ projects around the world to understand the approaches and challenges projects face when improving incomes. We would like to present the results, discuss long standing GIZ experiences vs. new emerging approaches; and how we can foster internal collaboration and learning around improving incomes in supply chain projects and beyond. The Webinar will be held in English.

Impacts on and Opportunities for Blue and Green Sectors from the Covid19 pandemic: A 2-part Webinar Series |
|
The H2O Working Group will be holding two webinars in March 2021 where results of a study commissioned in the context of the SNRD Asia and Pacific Innovation and Learning Fund 2020 will be presented. The study documented and assessed the impacts of the COVID-19 pandemic on GIZ projects linked to green and blue value chains. It also looked into the prospects and opportunities for green recovery. The first webinar session will be on 18 March 2020, 1300-1400 PH (0600 - 0700 CET) and will focus on the outcome of the desk study and interviews with GIZ colleagues and partner organizations. Selected case studies will be presented on the second webinar session on 25 March 2021, 1300-1430 PH (0600 - 0730 CET) detailing how the pandemic affected individual projects, sites, and partners; what their responses were and their current recovery efforts.

Guardians of the Coast: Upscaling good practices pertaining to Direct incentives for Coastal and Marine management in the Asia-Pacific by Consultant – Dr. Aaron Savio Lobo, GIZ SNRD AP Innovation and Learning Fund 2020 |

This short study carried out as part of the SNRD AP Innovation and Learning fund scanned solutions in the GIZ regional projects landscape and beyond. It identified innovations particularly in the realm of direct incentives (“Direktleistungen”) to coastal populations who sustainably manage their resources – the “Guardians of the Coast”. What incentives work in the long-term? What does not? Can any of these innovations be scaled up? This scanning exercise particularly comes in the light of BMZ phasing out future funding by 2030 in many of these countries and the need to secure future options for GIZ to continue it’s work in this region. The webinar will be held on 23 March 2021, 14:00 – 16:00 (Indian Standard Time) on MS Teams.

Call for ideas and interests: SNRD Africa’s new Working Group on gender-transformative approaches in Rural Development |

“To achieve gender equality and empower all women and girls.” Agenda 2030 is a guiding principle for our daily work, and this ambitious aim is set out under Sustainable Development Goal 5.
Though gender plays a central role in the African and Asian green sector, little focus has been placed on this crucial |
driver of success. Undoubtedly, without a heavy emphasis on women, the green sector development agenda for economic growth is unlikely to succeed.
For you, as an expert in the field, this is no new topic and after 25 years of on the ground work, observation and discussion through a vibrant GIZ Sector Network for Rural Development (SNRD), we are excited to initiate a Working Group dedicated to Gender-Transformative Approaches in Rural Development (GTA-RD), open for colleagues working in Africa and Asia. It’s about time, don’t you agree? Let’s work together and do things differently. Let’s ask ourselves: do our green sector projects reach, benefit AND empower women? How can we go from “gender-sensitive” to “gender-transformative”? This is a call for ideas and interest. If you want to get involved, please MS Teams or IDA. Development cooperation is increasingly trying to incorporate IT-based solutions into its projects, ranging from simple platforms, software or apps to more complex structures, such as blockchain-based traceability tools. In this ICT4Ag session, we will explore the GIZ approach “Digital by Default” in our service delivery - when working with target groups or other partners in development cooperation, kindly introduced by GIZ expert Lena Lazaro Ruether (Digital Societies, Division ‘Methods, Digital |
Transformation, Innovation’). Frederik Caselitz, our colleague from GloBe IT, will further speak about the brand new GloBe Digital Strategy, aiming to help shape and use digitalization in the sense of sustainable development together with our partners and clients.
The session is also dedicated to the GIZ IT Project Management Toolkit, kindly presented by GIZ expert Pascal Del Giudice (Digital Societies, Division ‘Methods, Digital Transformation, Innovation’), and discusses how to implement "Digital by Default" in German development cooperation, particularly looking at the successful planning, support, implementation, control and handover of IT projects. organised by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) and KfW on behalf of the Federal Ministry for Economic Cooperation and Development (BMZ) and the International Academy for Nature Conservation, Isle of Vilm, of the German Federal Agency for Nature Conservation (BfN). The first seminar “Biodiversity conservation for human wellbeing” presents an overview and update of the most relevant concepts. Based on a combination of practical examples, tools and trends in biodiversity conservation for human wellbeing and development, it provides a good platform for exchanging experiences and updating. The second seminar is devoted to the in-depth consideration of a specific topic identified as being of particular interest. Based on on-going discussions in international biodiversity policy fora, the topic “Nature-based solutions” was chosen for 2021.
