The CliPAD (Climate Protection through Avoided Deforestation) project cooperates and works closely with the Department of Agriculture and Forestry (DoF/MAF), the Environmental Protection Fund (EPF/MoNRE) and relevant government institutions. The main objective is to contribute to the implementation of the Lao PDR Emission Reductions Programme through improved governance and sustainable forest landscape management from 2019 until 2027.
The project is active in 6 northern provinces of Lao PDR (Huaphan, Luang Prabang, Sayaboury, Bokeo, Luang Namtha and Oudomxay). Participatory Land Use Planning (PLUP 2.0) and Village Forest Management Planning (VFMP) were conducted in 240 villages until 2023 and will be implemented in 290 additional villages from 2024 until 2027.
The project intervention in Huaphan, Luang Prabang and Sayaboury until 2023 indicates that a total village land area of approximately 900,000 ha in 240 villages is demarcated and under village land use plans. 52% of the total land areas are designated as village forest land, 25% are zoned as fixed agriculture areas, while shifting cultivation and fallow land make up about 20%.
VFMPs have been developed in 240 villages. More than 474,400 hectares of village forest are covered in signed Village Forest Management/Conservation Agreements. About 18,293 villagers including 44.4% of women, were involved during the development of VFMPs.
